This painting depicts a hometown sheriff eyeballing some suspicious characters entering town. As they ride past the bank, they are a little more than conspicuous in their attention to the bank. The alert eyes of the sheriff pick up on that. This scene takes place in Star Valley, Wyoming as denoted by the name of the bank. The time period is the the late 1800's or early in 1900's.
